MDM T02 use cases
PKB supports two use cases for MDM T02 messages:
The specification for these two uses of an MDM T02 message is sliced on TXA-2:
A TXA-2 value of "CP" will cause the message to be processed on the basis that it contains a care plan
Otherwise, the message will be processed on the basis that it contains a document
