History

The La Meva Salut project was initiated in 2009 and opened to the entire Catalan population in 2012. However, access to the platform by patients was initially low for various reasons; the most significant being that access required a digital certificate, which few people had. Various alternatives were explored to allow easier access while meeting legal and security requirements.

The most suitable proposal was a robust password and user name, coupled with a face-to-face identity verification procedure at the primary care centre. Once these challenges were resolved, in 2014, a pilot test was carried out to implement the username and password in 33 of the 400 basic health areas (ABS). Following the success of the pilot programme, in May 2015, they began rolling out the new registration and authentication processes across all primary care areas in Catalonia, and the number of patients accessing the portal increased (Aanestad et al., 2017).

As of August 2024, La Meva Salut is a personal digital health platform enabling citizens of Catalonia to interact remotely with the Catalan Health System. It simplifies the process for users to view clinical reports, diagnoses, and results from medical analyses and tests included in their medical history. Patients can also access their current Medication Plan for direct use at pharmacies, request appointments for primary care, and utilise various remote services such as eConsulta, which facilitates health consultations, procedures, and document exchanges with healthcare professionals. Additionally, clinical reports provide patients with the ability to view and download medical certificates for leave and discharge from work (Generalitat de Catalunya, n.d.).

Features

In La Meva Salut, the patient can access their shared medical history, encompassing the care received in the health centers of Catalonia's health system. The services and information available to the patient in La Meva Salut include:

  • Details of the patient's primary care team, comprising the assigned doctor and nurse, with the ability to change doctor.

  • Diagnostics and clinical reports encompassing emergency care, admissions, ambulatory care, test results, and medical notices for leaves of absence and return to work.

  • Record of administered vaccines and immunizations.

  • The patient's current medication plan.

  • A personal agenda detailing scheduled tests and visits in primary health care and hospitals (as this service is integrated).

  • Information regarding the waiting list in case the patient is awaiting surgery.

  • Access to the will document (if the patient has registered it).

  • The option to express the intent to become an organ and tissue donor.

  • Utilizing eConsulta to communicate with healthcare professionals for non-urgent queries that do not require face-to-face interaction.

  • Appointment service for requesting visits.

  • The ability to schedule appointments for international vaccinations.

  • The capability to securely download clinical information in a coded format, utilizing the Health data to share.

The Catalan Health Service website specifies that services vary based on the patient's healthcare provider (hospitals, primary care centers, etc.), which are in turn contingent on their place of residence. The functionalities mentioned above are continually expanding as the project development is ongoing, so not all patients will have access to the same data about their health. The data integration process is gradual and relies on the centers within the Comprehensive Health System for Public Use of Catalonia (SISCAT) continuing to contribute information (Generalitat de Catalunya, n.d.).

Challenges and areas for improvement

  • Limited Data Input: Patients are unable to add personal medical data directly into the system.

  • Exclusively Public Healthcare Data: La Meva Salut exclusively relies on data provided by Public Healthcare providers.
