This represents the person which changed the privacy label of a data point (i.e. they provided a privacy override).

This is comparable to http://fhir.patientsknowbest.com/structuredefinition/source-person, but is used only for privacy override source information.

The source of a privacy override might be different from the source of the data point to which the privacy label applies.
