Hungary - elderly patients' records

After registration of appropriate representation rights it will be possible to have other people’s ePrescriptions filled without submission of the prescription certificate and to access their health data on the platform of the EESZT Public Portal.

Authorization by Elderly Parent for Adult Child:

  1. The elderly parent (Authorizer) can grant authorization to their adult child (Authorized Person) to access their electronic health records or the Citizen Portal.

  2. The Authorized Person needs to physically go to the Government Office with their identification.

  3. They will need to complete the "Authorization Request for Recording in EESZT" form, which includes providing the Authorizer's name and national identification number (TAJ-szám).

  4. In the section "If the requester is not acting in person," the Authorized Person who appeared at the Government Office must provide their own details.

  5. In the Attachments section, they need to tick the first checkbox and attach the "Authorization" form.

  6. The form is signed by the Authorized Person.

 

Both the Authorizer and Authorized Person Cannot Appear:

  1. If neither the elderly parent (Authorizer) nor their adult child (Authorized Person) can personally visit the Government Office, they can appoint a third party (e.g., neighbor, grandchild over 14 years old) to represent them.

    • This third party can facilitate the recording of the original authorization in the Government Office.

    • The third party must appear in person at the Government Office with their identification.

    • They will need to fill out the "Authorization Request for Recording in EESZT" form, indicating the Authorizer's name and national identification number (TAJ-szám) in the section "Requester's Data."

    • In the section "If the requester is not acting in person," the third party must provide their own details.

    • In this case, the first and second checkboxes in the Attachments section need to be ticked, and both the "Authorization" form and the "Authorization for Recording in EESZT Procedure" form must be attached.

    • The form is signed by the third-party.

This procedure applies only when all parties involved are legally capable of acting.

 

If the elderly patient is under guardianship, the process for authorizing access to their electronic health records (EHR) in the EESZT system involves additional steps. Here is the procedure:

Authorization for Elderly Patients Under Guardianship:

  1. In cases where the elderly patient is under legal guardianship, the guardian must visit the designated offices of the healthcare company (Azienda Sanitaria).

  2. The guardian will need to register the ward and associate them with their own electronic health record.

  3. They must present documentation from the Court confirming their appointment as a support administrator or their power of attorney.

  4. After necessary verifications, the delegation will be activated, allowing the guardian to access and utilize the electronic health record of the ward.

This process ensures that the guardian has the legal authority to manage and access the health information of the elderly patient under their care.
