Italy - children's records

FSE of the Emilia Romagna region: Only parents or legal guardians who already access their own records can create a record for their children below 18 years old. However, it’s not possible to do this online. The parent/legal guardian has to go in person to a dedicated office, show their ID, and fill in a form.

The child does not need an email address.

When the person turns 18 years old, they can have access to their record, and parents' access will be denied.

Lombardia region: same as above but the request for access can be made online.
